It’s only applicable “in the casino”. Outside the casino do what you want with them.
Over there you usually have to give your passport number and register go in a casino. This was probably a way for somebody to not report their gambling.
I think Vegas has a law about using chips as currency outside the casinos, used to be fine but now they discourage it.
