Help Identifying 1979 WSOP $5/$25 SCROWN Chips (1 Viewer)

I pretty much only collect Paulsons, but wanted to try out some scrown mold chips, and picked these up on eBay a few weeks ago. Not sure what these are, as they have the 1979 ME
winners name "Hal Fowler" on the hot stamp. Were these a souvenir, or a custom set they made for the winner of the event. Any ideas?
