what is the best/cheapest way to ship to canada from the US? I just need to ship one barrel of chips -- but the shipping seems to be outrageous... $24+ to ship via USPS?

any way cheaper? the weight and size of this would cost about 5 bucks to ship in the 48 states.
 
Any advice for shipping about 300 chips to Canada, as far as customs regs, via USPS?

The one time I did this in the past, it became a total cluster—-. Canadian customs held the package, made the recipient come in and pay duties, etc.

This is a trade, not a sale, so I don’t know what value to declare (and wonder if the value triggers more or less oversight).

The USPS form also requires an “EEL” code (Exemption or Exclusion Legend) with no key or comprehensible explanation.

Help! This can’t be this complicated...

I think it’s about to get a little worse for a bit.... I’d mail whatever you have before July 1.
 
Assuming you live close to the border and have friends/family/PO box...ship to US address close to the border and go get them. SUPER CHEAP!
 
If you are shipping from USA to Canada also make sure you put a very low declared value on the package. If you put a value of 200-400 USD you will pay a lot of import fees upon receiving the package. Best to put a declared value of 20-30 bucks.
