So, budget of $200 USD is approx $266 CDN (

I would consider the Crazy Horse chips at Straight Poker in Toronto, since they offer free shipping. They are the Milano chip with a different label. So, china clay, and probably the best "clay" chip available within our borders. The number of vendors and/or selection up here is...errr...limited.
If MRC Poker's site ever comes back (they are apparently offline for a warehouse move), the Laurel Crown ceramics may also be available. I can't remember the price off-hand, though (
@roguematt , do you remember how much yours were?).
Here are some options for the CH chips.
You may have height differences between the 25c (old stock) and the remaining chips. For shipping, I used St. John's NL (my hometown before moving to Ottawa...you don't get much farther East).
Setup 1
8 rolls of the 25c (old stock) (200 chips)
8 rolls of the $1 (new stock) (200 chips)
3 rolls of the $5 (new stock) (75 chips)
3 rolls of the $25 (new stock) (25 chips)
Total cost shipped to your door (tax incl): $232.16 CDN.
Under your budget, but you'd have to find a case.
Setup 2
500 chip set w/case. You may have to ask them if you can substitute in the "old" stock 25c chips
Total cost shipped to your door (tax incl): $264.49 CDN
Just under your budget, but you'd have to find out if you can mix/match chips.
Setup 3
8 rolls of the 25c (old stock)
1 roll of the $5 (new stock)
1 roll of the $25 (new stock)
1 550 chip case (they don't have a 500...)
300 piece set in wooden box (8 roll of 1, 4 rolls of $5) (Sell the 300-chip wooden case on Kijiji...)
Total chip set: 200 x 25c, 200 x $1, 125 x $5, 25 x $25
Total cost shipped to your door (tax incl): $318.50 CDN
Over the budget, but more chips...
