I've never seen them called poker chip cabinets before. I mean that's what I use them for but their first lease on life is for maps and architectural plans.
 
Weight limit per drawer is key with these. (and drawer height for chips in racks)
Many flat file storage cabinets are made of lightweight (thin gauge) steel. I've seen up to 20lbs for many and some HD ones up to 40lbs. This one looks to be HD.

That's what I thought at first glance, myself, but at further glance, these do not look like flat files for architectural plans. I'm an engineer and have worked in offices with these types of drawers/flat files before.
- Craigslist ad says Size H 40" x D 23" x l 42". Many architectural plans are D Size: 36"x24," E Size 48"x36", or a newer size, 42" x 30." If the overall cabinet width is 40" or 42" but the depth is only 23" these wouldn't even fit D Size plans.
- The drawers look much deeper that standard flat files. (Standard flat file drawers aren't deep enough to fit chip racks & chips)
- The second photo in the CL ad looks like it has marks (dust?) in the bottom of the drawer in the shape of many rectangles that seem to be the same size as chip racks.

This would be a cool item for anyone who can pick them up and has room for them. Refinish, repaint, or just leave as-is.

I love that hinged piece of steel on the left, you push it around, get a couple padlocks, and bam your babies are safe.

Oh yeah, I'm guessing $250 is a bargain for these. Just a guess.
On a per-chip storage basis, hell yes. I'm guessing each drawer holds racks 2 deep, (not 3 deep), the second photo shows marks for 12 racks across, so each drawer holds 24 racks, 2400 chips. Times 9 drawers, -- boom -- instant storage for 21,600 chips, at $250 -- that's 1.16 cents per chip. (ok, that's not including the cost of racks.)

Its comparable to a Lista cabinet. New, I would say in the $3,500 range.
There are some decent used Lista cabinets on eBay.
