What's your budget?
Can you be more specific about what you're looking for?
How many of each chip do you need?
Are you willing to have chips from different casinos?

As posted, finding a playable set containing 10,000 (casino) chips is going to be either VERY expensive or VERY rare, and most likely both.
 
The .25 are going to be the challenge

The only thing I can think of is to go Horseshoe and relabel 2.50 as .25.
 
The Garden City, once operating in San Jose, California, had chips ranging in value from $0.25 to $1,000. These chips are available in quantity and mostly can be had for "reasonable" prices. A set with ten thousand chips is not a trivial thing to build. The buyer is likely going to single handedly jack up the price considerably to get so many chips out of the hands of other collectors.

Picture here are my chips from the Garden City card room. 1,400 chips or one seventh of the amount being sought. what a mighty horde of chips that would be!!!

Good luck Sir! You are on a difficult, but oh so worthy quest. It will likely take years and many thousands of dollars. Pictures would be almost mandatory.

PPS My chips are not for sale. The image is for illustration only. 10,000 chips is truly a metric shit-ton of chips.

Casino chip single lot sales of this size are exceedingly rare on the open collectors' market.

A single buyer may purchase much larger lots when a casino closes or re-brands, but gaining access to that kind of sale is not a trivial matter.

As much wiser members have mentioned, acquiring such a number is certainly possible... but will take time, effort, and somewhat deep pockets. We're just trying to align your expectations with reality. I, for one, hope you amass this set and post pics for our pleasure. It would be absofreakinlutely epic.

If you have a more immediate need for hosting large events, there are several outstanding options out there for having custom chips made in this quantity. We can offer advice in exchange for the promise of pics!!

Hi where would I get custom chips made and what are the cost of making them
 
True custom clays will probably cost an average of $2+ each, depending on chosen options.

Custom ceramics will run about about half that, maybe as low as 75c each.

Look in the Resources section for a list of suppliers/vendors.
