There should be no duties on importing poker chips:

I’ve only bought chips from someone in Canada once and it was like any package delivery on the receiving end. No extra paperwork or anything that I remember.

I've never experienced any. I require your address and phone number, declare them as "obsolete gaming tokens", fill out the value and then all is good. Canada post allows you to fill it out all in advance which makes it very easy.

There is actually no duty from US to Canada either, we just get hit with taxes (if value is over an arbitrary amount ~$150-200, which adds another 12%). You guys don't pay anything.
