I want to make him an offer, but not sure what a good ball park number would be.

This statement probably means you can lowball a bit. I'd offer in the $150 range.

That was the ball park that i was thinking. Just wanted to pick at least on other person brain before i sent them a message. Thanks @Joe Harris!

I think $150 would be the very high end -- that rail has very thin padding (3/4", most good ones are 1 to 2 inches) and the upholstering job is sorta shoddy (subsequently making his other unseen construction details suspect as well). Plus, it's a racetrack table with raised playing surface (a less than optimal design). I'd offer $100 and not sweat it if turned down. $125 tops.
