I know these are not from a real casino. I remember reading the whole story behind them on the website that originally sold them. (I can't remember which one that was?)

Basically they were customs made for somebody that made a down payment but then never paid the rest.

I can't tell if the eBay seller just assumed it was real or is trying a scam.
Should I report the ad to eBay? Or send the guy a PM?
Or buy the chip?

Send him a message, if you have documentation to back up your claim. I've dealt with Ricardo many times in the past, nice guy, very up-front, usually has some good hard-to-find stuff.
