It’s probably a table topper, which is sitting on a coffee table.
As for the strange cupholders placement, I wonder if that has something to do with it being a topper? Oh! Maybe each pair of cupholders serves as a short leg, to balance it on the table? Terrible design if so, but I could see somebody thinking it’s a stroke of genius.
