I know nothing about shipping but padded envelopes might me cheaper?
Yes padded envelope (you can get 8" x 5" ones from Amazon) would be cheaper but not by too much. Anything over 20 SFRB I've found makes the most sense/provides the most protection. If you use a padded envelope make sure to add cardboard to each side of the chips and secure them so they're not shifting around.

I've sent around 20 chips in a small padded envelope before, IIRC, it's around $3.50 depending on weight, but then you're paying for the envelopes (unless you have access to limited office supplies for personal use), If you're over the 13 oz weight limit, it's probably cheaper/more convenient to send in a SFRB.
Maximum weight for First-Class Mail letters is 3.5 oz; for large First-Class Mail envelopes and parcels the maximum weight is 13 oz.

The way I've wrapped a barrel is to spread them out flat, but overlapping, and wrap them with saran wrap, then tape it up real good, with masking tape or painters tape (which is easier to unwrap) until the chips don't move, then wrap that with 1-2 layers of bubble wrap. May need to test the weight limit if padding + envelope will be over 13 oz. (Note, I wouldn't recommend this method for shipping mint clay chips where damage to edges would be a big deal, but for used chips or the bud jones-style chips above, it should be fine.)

This but zip locks are easier. Roll the zip lock up with the chips overlapping in a line in the bottom then tape.

I’ve sent small amounts of chips in a padded envelope plenty of times before without any known issues. Cost is typically $5. $3.50 for shipping(as previously stated) and $1.50 per envelope.

Hope that helps
