I myself built a few budget casino grade set (below $1/chip) before so it totally doable.

Welcome! You'll find all kind of junkies here pushing all levels of chip krak. I recently rejoined after a 15 year absence, and picked up right where I left off.

One of the statements you'll see posted often is "buy samples," and I agree 100. Pick up some samples of chips you find interesting so you can get them in your hands. You can buy a compete set of cash/tourney chips that are of surprisingly good quality for around the price you referenced for a rack in the op. These won't be casino quality chips, but, will be a good set for your home games, and, give you time to contemplate the "big" purchase.

I’d check out ceramics (BRPro and cards molds), and used Paulsons - all can be found within your budget.
 
Welcome to te site. There are great looking chips on this site. Some buy to collect, others to resell, some buy the real casino chips to use on their home games, others collect sample sets, etc. Others will want good looking mold/no mold or custom chips for their table.
There are cheaper options, but yet still great look and feel chips in the monthly group buys, from $0.33 - $0.39 per chip for the mold/no mold chips.
Mold chips can be custom made, or order designs that are already available. No Mold chips are made to look like the real casino chips, textured and full sublimation. They look similar to te real chips, for a fraction of the cost. These are primarily used for home games.
Here i an example of a side by side view of a real casino chip, vs a no mold chip. It's hard not to drool over the casino chips, but the wallet needs to be opened wide to own those. Checxk out the January Group buy, and the various options available.
Theser will be another group buy in February by this same member.

Left is the real chip. It is really noticeable zoomed in closer.
I have ordered the no mold Mirage chips for my Mirage custom poker table cloth. Can't wait for them to arrive.
