Hi

Please check that "shipping worldwide" is available as well as "flat:same cost to all buyer" in "Add shipping details"
Also please uncheck eBay global shipping program because it is an higher price and much longer than USPS ).
Add your cost (international shipping for 20 chips a small rate flat box will be enough (around $30 usd)).
Finally check that France or Europe aren't in your location exclusion list
