Avoid putting "PCF" in the notes for any type of PayPal payment.

Several members have reported delays in receiving PayPal payments when the acronym 'PCF' is included in the notes section. It appears that 'PCF' is also associated with certain international entities, prompting PayPal to mark these payments for review, potentially leading to notification emails regarding the delay. In the end, the payments do eventually go through after PayPal reviews it.

As part of our security measures, we regularly screen activity in the
PayPal system. During a recent screening, we noticed an issue regarding
your account.


PayPal's Compliance Department has reviewed your account and identified
activity that may be in violation of United States regulations administered
by the Department of the Treasury's Office of Foreign Assets Control
(OFAC).


PayPal is committed to complying with and meeting its regulatory
obligations. One obligation is to ensure that our customers, merchants, and
partners are also in compliance with applicable laws and regulations,
including those set forth by OFAC, in their use of PayPal.


To ensure that activity and transactions comply with current regulations,
PayPal is requesting that you provide the following information via email

1. Please explain the mention of "PCF" as listed in the transaction
message "Send to: [name removed] C/O PCF [address removed]" of transaction ID

Members can now leave feedback for transactions from ads in the Classifieds section. (thanks to grandgnu aka @Anthony Martino for the suggestion)

** In order for the seller to give or receive feedback, the buyer must have posted in the ad thread. **

*** Creating a new thread in the Classifieds for the sole purpose of leaving and receiving feedback is not permitted. If your deal was done in private messages and/or you did not post in the ad thread, then you cannot use the feedback system. These types of threads and feedbacks will be removed and your account could be suspended. ***

Feedback can be left one of three ways:

1.
Directly from the first post of the ad using the 'Add Feedback' link. This link is unique to the ad you click it in.

2. From the member's profile page.
Note: You will need the ad URL to do it this way. The 'Find Thread' feature comes in handy.

3. Using the 'Submit Feedback' button attached to feedback you received on your Trader page.

The feedback form:
  1. I am the: Choose Buyer, Seller, or Trade
  2. Feedback: Choose Positive, Negative, or Neutral
  3. Thread URL: URL for the ad. Automatically filled in when you use the 'Add Feeback' link from the ad thread.
  4. Find Thread: Handy feature if you are leaving feedback from the member's profile page.
  5. Short Review: Feedback comment that will be visible to all.

The member's Feedback Score will show multiple places:

  1. In the member's postbit in the Classifieds section only.
  2. On the member's profile page under the 'Trader Stats' tab.
  3. On the member's trader page.

Should you encounter a subpar selling or buying experience through the PCF classifieds and find yourself unable to resolve it, please utilize the established feedback system available here.

For a seller to provide or obtain feedback, it is required that the buyer has made a post in the advertisement thread.

Initiating a new thread in the Classifieds solely to give and obtain feedback is prohibited. Should your transaction occur through direct messages or if you fail to post in the advertisement thread, you are forbidden from utilizing the Feedback system. Any such thread and feedback will be deleted, and your account risks suspension.

Leaving negative feedback ought to be considered a measure of last resort. The feedback system, albeit not perfect, should not be used as a tool for negotiation. Requests to remove or alter feedback for a post will generally not be considered, with a few exceptions.

In cases of clear mistakes, such as selecting negative but leaving a positive comment (or the reverse), I will correct it. At most, I may update a negative feedback to note "issue resolved" or "corrected in the end," but the initial negative rating will remain. Depending on the problem's severity, a neutral feedback might be appropriate.

It has come to my attention that a member was recently scammed. The scammer responded to the member's Wanted Ad and offered to sell them chips. They gave a fake tracking number and then disappeared.

To protect yourself, PLEASE do not send PayPal Friends and Family payments to new members. (unless you are willing to take that risk) Checking a member's feedback score is a good place to start. If they have no feedback or very little, you can also ask for some references.

Sometimes a seller will reference their eBay account that has a good feedback rating. Having them send you a message on eBay to verify that is their account would be a good thing to do.

If the person requesting the money will only accept a PayPal Friends and Family payment (even after you offer to pay the PayPal fees for a Goods & Services PayPal payment), consider that a huge red flag and walk away from the deal.

Also, please be cautious when dealing in PMs and the Classifieds/Auctions. I see a few new accounts using proxies and false locations with mismatched data, suggesting they are not in the US. Some of these accounts were auto-rejected.

#5 - THREAD PREFIXES & STATUS

A quick "How To" for using the classified ad thread prefixes.


Ad Title Prefix
Choose an ad type prefix from the drop-down menu when creating a new classified.

Ad Status
Manage your ad by choosing an ad status.
Setting an advertisement's status to Sold, Found, Traded, or Cancelled will close the thread, and it will remain closed even if you revert the ad status to its original state. Should you require help, please reach out to an Administrator or Moderator.
