Primaries vs Secondaries (1 Viewer)

What's the difference between primaries and secondaries? I am interested in putting together a home set of Cleveland Horseshoes and I see both listed.

I'm not sure if it's related to:
1) Condition of the chips - the Secondaries seem to be mint/unused?
2) Pattern of the chips - I think maybe the 100's have different stripes between primary/secondary?

Or maybe it's both?
 
Secondaries are produced as a safeguard/security measure in the event that chips from the primary rack become compromised for one reason or another.

As putting chips from the secondary rack into play is often unnecessary, secondaries tend to be in better condition than primaries.

And being a safeguard/security measure, they will have different spot patterns/colors to be able to be told apart from the compromised chips. Also, since they are generally unused and in better condition then the primary chips, they usually cost more than primary chips when they become available for purchase.
