Gut instinct is cards, as there are exponentially more households that have one or multiple decks of cards without any chips. That said, cards are also consumable.disposable, so this depends on if we're counting items decomposing in landfills...which is coincidentally where probably 80%+ of the world's poker chips belong.

Doors, most vehicles have a similar door to wheel ratio and then the door to house ratio in comparison to any further wheel stand alones outweighs wheels massively. Thread crap mic drop
 
For the original question, is it 1 card v 1 chip in existence or 1 deck v 1 chip?

There are very few outside of people on this forum who have more chips than cards. most people who have chips/tokens don’t have more than a few hundred of them (likely a single dice chip set in a silver briefcase), and those who do also have at least 2-4 decks of cards to go with it.

But what makes it not even close is all the people out there who have zero chips, and a large number of decks of cards buried somewhere in storage. Id estimate my parents have >20 decks in old boxes in storage, and zero chips. most are cheap novelty decks with some theme printed on it that probably belong in the garbage but people just put in boxes and leave in storage. Eventually they’ll end up in landfills but at any given point of time there will be a huge number of them in some box that hasn’t been touched in years/decades.

for commercial use, Casinos use chips for years before replacing them. They cycle out a deck of 52 card decks a couple of times a day. Some will linger on the stock room of the casino gift shop, many will end up in landfill but plenty will share a similar fate to all the crap novelty decks out there - stuffed in a storage box on someone’s basement.
 
Do we count Magic: the Gathering and Pokémon cards? Because there are a lot of those out there ;) I only have one set of chips with around 1000 and probably have more than 20 decks of playing cards around. I'd argue there are way more cards around than chips.
