I think its a no-brainer, if no one wants to buy it you're out $25, but they're nice enough.

Definitely try to get a rack (or more) in that same good condition. Blue isn’t a popular color for fracs, but they are guaranteed to sell for at least double, likely more, of your cost ($25 per rack).

Didn’t use “face value” because that is 25 cents per rack

Caution,
If the goal is to sell them you are going to lose money unless they can be bought strait from the cage. Pocketing won .25 chips from play will cost you way more than quadrupling your $/rack to chip value.
They do look like nice chips to have a rack of, perhaps a rack for yourself to use in home games. Otherwise appears to be an easy over-label project for miscellaneous sets...
