Do these chips look like they've been oiled but not cleaned?

Definitely not cleaned and I would lean towards oiled. It's also possible its just the pic as well.

I've bought from this seller before. Nice guy. I believe he runs a coin shop. Definitely not cleaned and I would lean towards not oiled (given past experience). Probably just the lighting.

He's actually got a bunch of horseshoe chips. The $5's are the best deal but they're all good prices for eBay

Yeah, he's good for the foundation of set building, but often he doesn't have the much needed high denoms.

He also combines shipping to make multiple purchases better.
