Tried to buy these, after the auction ended the seller sent me a not that he had added an "addendum" (that I still can't see) that states there is only 200 chips, despite his title saying 400 and his text apologizing that there is only 390. Then he asks if I want to go ahead with the sale, then he lowers his price, then when I refuse all this he relists it - with the exact same title and description. Obvious scammer. If your an eBay user please report this listing.

Ya and he sets the kids to boxes up to casually infer two extra boxes (400 total chips). Though his price is only $24 at the moment. Might be a scam, but at very least an incompetent seller.

That's where he started last time. He's nice in his communications after the sale, but most con men are to close out the sale and avoid customer outrage. Didn't work. Someone send him a note and ask how many of each and see what he says.

This is the response I got yesterday. I figured at the price they went for someone would be disappointed. I bid on them when they were first listed, but dropped out early.

No bids on his current listing, yet he doesn't change it. What does that tell you? He could at least put in a new listing that was correct and cancel the incorrect one, but that's too troublesome I guess, would rather try to sell them multiple times and finally find someone who won't report him.
