Hard Rock Hollywood may attract some bigger players, but the Tampa Hard Rock is the flagship property for the Seminoles, raking in upwards of $1 Billion in profits yearly. Overall I believe the Seminoles make $6 Billion yearly in profits, but that accounts for multiple casino properties AND a gazillion Hard Rock branded restaurants, etc
The closest casino to Hard Rock Tampa is about 250 miles away, so they are able to operate with essentially no competition, they don't have to share their slot payout percentages, etc

Las Vegas Sands Corp is trying to get enough signatures to expand gaming opportunities in FL, so the Seminoles went and started hiring a bunch of people to drain the available pool of signature gatherers to make it difficult for Las Vegas Sands to succeed in reaching the number they need
