In coin market in most of the cases (at least with newer coins) the coins are more valuable if they are uncirculated and in their original paper wrap. My guess is that the seller did heat wrap these by himself to "rationalize" his crazy asking price.

Calling the price crazy was maybe over reaction, but I think it is high compared to prizes that I have seen at the classifieds (3.5-4.0 usd per chip).
