Rereading the detail see seconds are ignored, but since Joe's bid was placed at 20:55.. there should be no extension. Rules clarification below:

"If the close time is 3:00pm, a bid at 2:55pm does not extend the auction."

aka in this situation...

"If the close time is 9:00pm, a bid at 8:55pm does not extend the auction."
