First pic looks like the Matsui 'Tournament Poker' chips from a community GB.
If you place a WTB in the classifieds you might find someone willing to sell you some.
You can't buy them commercially.
It is possible to do consumer orders with Matsui but the set up costs are quite high. Some members here will chime in soon with additional info, I expect.
Second pic looks like some kind of design rip off/copy. Not sure I have seen those before.

First off, welcome to PCF!
@Toby is correct about the Matsui "Tournament Poker" chips that were purchased by a group buy (GB) in 2011. Forum members pooled their resources and purchased the chips from Matsui. A WTB ad is the best way to go about acquiring those chips.
I have a set of these and I love them. Some people don't care for them since they are a bit more slippery than traditional compression molded chips, but it doesn't bother me at all. Just played with them last night and counter to some claims, they don't wildly spill over the table!
I'm not sure about the second set. As Toby said, it may be some sort of knock-off, but then again, the Matsui chips are a knock-off!
