My friend is playing now in Vegas Wynn/Encore. Is there any information on whether plastic playing cards are sold there?

Definitely not. Casinos will never sell their cards unless they have cancelation marks in some way (one corner cut off or a hole punch through them) because it would compromise the security of their games from cheats that may try to slip some cards onto the table.

Here in Finland the casino sells cards (plastic) they are on different covers than in the games.

We only have one casino and it is basically state owned. Kasino Helsinki. And indeed, you can get plastic playing cards there (Cartamundi) I can post pictures for you if you want, I have two packs from there now. Also, I know that a new color/model came in a while ago.
