I have decided how I am going to run this head-to-head bracket giveaway. First, I decided that the cartoon characters are more fun to watch than the humanoid characters. So the first thing I did was separate the characters into 48 cartoon characters (12 per region) and 32 humanoid characters (8 per region). The humanoid characters will go head-to-head with each other in the play-in matches, which will leave each region with 4 humanoid characters.

The order of the 32 humanoid characters will be determined by a random number generator. Then, the order of the 48 cartoon characters will also be determined by a separate random number generator. Finally, once all 80 PCF entrants have been posted, the order of the 80 PCF entrants will be determined by a final random number generator. It's all set up to work with vlookup formulas in Excel, and it works very well in my testing.
