I think US citizens would probably have to pay US taxes on income sources worldwide (and get credit for foreign taxes paid where a treaty exists). At least that’s how it works in Canada

Yes, this is correct and vice-versa. Winnings for Canadians are taxed in the US by the IRS as non-residents, but we won't be taxed back in Canada by the CRA.
