Well, thats pretty simple. Its not a giant revolving drum of chips they pull from every day for use. The casino orders 20k chips for inventory, but only needs 10k in use on the floor. Those floor chips dont go back into the storage vault, they get used day after day after day until they get broken or harvested. When the floor needs another 500 chips because they are getting below the numbers they need, then they pull 5 new boxes and put them into play. Circulated and uncirculated dont get mixed.
As for condition, its no different from coin collecting. You can get different grades from different people, which is why high value collector coins get official grading and slabbing. Even "mint uncirculated" coins can still have bag checks on them. In the end, these are poker chips, they are either worn, or sharp. I dont care about grading chips. I dont buy them to put on the wall and look at. I put them on the table to play. Properly broke in chips play better then brand new anyway.

Not sure why so many people on this forum are being so god damn obtuse about the idea of what describing a 'mint' chip means.
When the hobby was alot more honest, it actually meant it was in perfect condition. Not a damn mark or blemish on the fucking chip. So no flea bites, rack checks, etc. Nothing!
There should be no way that any of the HSI chips are described as mint. They were dumped and transported in drums. That alone should disqualify the entirety of HSI rack as being described as mint.
This place is buyer beware. Insist on multiple photos of all chips.

Yes, chips = cash in casinos so they have to be stored, protected and inventoried like you would real money. You wouldnt want to go pull more chips for use and find out someone had been lifting $100 chips from boxes at the back for years and you had a bunch of empty cases.
Thanks yeah I've just been trying to clarify since I see a lot of terms being used interchangeably. It's funny I said the exact same thing to a guy last night that was pestering me about my secondary 5K, two sets of pictures weren't good enough for him and I basically just told him that no HSI chips are mint, and he told me "that response turned him off from being interested"
He said they go to storage, not the casino floor. We are talking about the reserve chips

Yeah I had to learn the hard way that there is really no such thing as mint. I'm slightly lamenting my 2-month quest to get these hundreds but at least the saving grace is the used ones are going to be worth enough to help offset them really costing a lot more

The reason I did not purchase for $39 per chip is because you raised your initial asking price. Then you went on to tell me that you didn't want to take extra pictures to show me the quality. Then you took some pictures and said only a few of them are scratched, so much so that you would be unwilling to cherry pick the best chips out of the bunch as it would be unfair to the person buying the remaining chips. Then you ignored my question about one of the chips having a flea bite. 1) Those chips in the photo are not perfect mint.
2) "Mint" has a subjective, let's call it "loose" definition and that loose definition is why NGC makes money grading coins - BUT WAIT!! Even graded "Mint State" coins have a scale from 60-70!!! So there are TEN levels of mint?? Same with BGS/PSA graded cards, pristine mint vs Gem mint vs Mint... you can see why some people dislike grading companies.
3) Just because they are straight from the factory doesn't guarantee they are mint. Off centered inlays, cracked chips, etc, things get past QC. Just because they've been shipped in a barrel doesn't mean they can't be mint. Obviously, the one's photoed have been rack checked.
4) Bulk sales are given some slack and rack checked chips have been a part of uncirculated chips in the past
5) Rack checked chips can be uncirculated (see #6)
6) Many casinos are required to audit and inventory their chips monthly (Rack Check Central). They also require audits when they move from inventory to secondary inventory or when retired. So uncirculated chips get rack checks. Every state is different, but here is Ohio's law:

(A) All value chip and non-value chip movements to and from the main chip inventory, reserve chip inventory, and secondary chip inventory shall be documented in the chip inventory ledger, including the following:

$525 for a rack of primary 100s is 262% of TCR price. Why would a secondary 5k chip go for less? They were $30 back when $100's were $400

Thanks for all the input, sorry if I seem a bit dense to those that were geniuinely trying to help me
I actually appreciate the OCD when it comes to grading chips, and I feel like we should try to be more cautious when grading if we are unsure. And provide a lot of pictures. There is no correct answer most of the time, but I feel if it's unclear what condition the chips are in, then they are probably not mint. I've been sold chips by members here that were supposed to be mint, but in reality we're 100% used in games. The funny thing is I actually bought two racks at the same time and both were supposed to be mint, but they were noticeably different condition, which was kinda awkward. I would still buy them if I was aware, but I was a bit disappointed that the seller claimed they were in fact all mint. Anyways, it's better to be conservative with the grading if unsure, imo. Or just post a lot of pics and don't mention any of the "grading" words at all. As been mentioned several times in this thread, there is no common standard for these words anyways.
And don't mind @ekricket, he seems to be a bit grumpy at times.
