I just realized there's no 5 minute rule in the OP, so I'm not sure what's going on.

Agreed, but might need a moderator ruling. The auction guidelines on PCF say you “must” have the rules as posted, which include the 5 minute rule.$1630

I would suggest awarding it to the bidder per the rules that were stated in the FP.

You could have probably cited anything, but number 8, really? I guess some of us will always be treated differently. I get it. Your site. Your rules.
If there is no 5 minute rule and the auction stated an end time of 2:30PM CST, not 2:30 and 59 seconds CST, I would argue the bid that arrived stamped 2:30 is void because there is no 5 minute rule and the last legal bid would have been the 2:28 bid by @kk405
