No sir, the 7:59 bid would win. I'm assuming a bid with a timestamp of 7:59 is techincally 7:59:00. The rules are written that the closing time is 5 minutes after the last bid, so at five minutes after 7:59, the auction would close 8:04 and all bids afterwards wouldn't count. And to further clarify, if there's a bid at 7:55 and no subsequent bids, the auction would close at 8:00. A bid at 7:56 would close at 8:01, and so forth. I'll update the OP later when I get home from my son's ballgame.

All that being said, I have no idea how the forum timestamps work (round up/down or trunc), so I wouldn't try playing games. Well, at least those kinds of games.
