Better question is this - do you leave a shitty yelp review?

I didn't, I had been there previously and had great food, slow service (but not like the visit in my OP). I actually joined Yelp to leave a positive review of a breakfast place back in Connecticut, going to far as to say that they had a waffle so good if it had a finger I would've put a ring on it.

Seriously, come down off your short horse. As others have mentioned, You don't really know whats going on with the situation, but apparently basing your read off of the body language of the host. She may have been called in that morning after an all nighter because one of the other waitresses did not show up. She may be training, or she may just suck as a waitress. In any case, you should let the manager know as they are equally responsible for insuring prompt service, and they are the ones who can do something about it - either talk to the waitress or comp some of your meal.

Since I am obviously just a Butler Blow Boy, my years of experience in the restaurant industry probably don't matter though, so let me give you the answer that you are looking for - You should have given her $0, but since you tipped her 10% you are a true American philanthropist.
 
Damn, this was all I could find. I thought there was a scene with Costanza where he pulls out a bunch of money and puts it on the table and tells the server that money represents their potential tip, but everytime they do something that displeases him he removes money from the pile.

I might only give a 10% tip if it really sucked. I would speak to the manager and explain why. On great service I've left as much as a 40% tip. Since I speak to the manager with shitty service, I also speak to them with great service.

Same here. I'm outspoken, and though I've had crappy service and spoken to the manager, I've also had amazingly service (and gone out of my way to praise the server). On rare occasion I've done this --->, based on my read on how the waitress will handle it, is to flatly inform her that I need to speak with a manger about a service "issue"... I see her sweat a teenie bit, and when the manager comes over, I explain (in front of the server) that I wanted to talk with management about the service... Then I break out in a huge smile and say that the server was the best EVER and because of them, I'll be frequenting the establishment even more often now.

I know, epic server slow-roll... but in a good way for them. Again, I've only done this with super friendly servers who seems to already be bantering back and forth and could handle it. They always seem to have a good laugh, and the praise always seems more appreciated, especially since the manager will never forget it (for sure).
