How do people use these Steve, I'm unfamiliar with them.

They are usually given out with starting stacks and limit rebuys or reloads. So everybody has the same amount. It stops fish from rebuying every other hand like in the cheaper casino tournaments where one guy essentially wants to pay-to-win.
You can also create side games with them. Make players earn them by winning with certain cards ie 7-2 or bad beats. It's really up to you.
