Where and when do I pay this duty if at all?

Im in the USA so I just make sure to keep total under $800 and have never heard a thing from customs. Traveling and picked up a handful of HDM Epicure #2 to try. Couldn’t find the De Rio Secos, sadly. I did grab some Montecristo #2s, which seem to be a bit of a fuller smoke but get positive reviews.Yes. Probably my favorite smoke. Can’t go wrong with either of those sticks. The MC#2 was my favorite smoke for a long time, it’s about perfect for my tastes in flavor.
