Casino chips are usually sold by individuals who need shortterm cash to pay unexpected bills, and that brings the price down. Retailers may offer the chips for $3 each, but they're not selling many of them. They're ok with that because in the long run they make a bigger profit on the chips.

Yeah, they could probably sell for $1.30/chip maybe a little more, maybe a little less... though I won't fault him for trying.
Who knows, maybe someone is willing to pay just to get them all at once, or they just have money to burn.

A 500 chip set of new PNYs ($5s, $25s (pri), $100s (sec)) that I bought were listed on eBay at one point for $1500 with a buy it now I think close to $2k.
As expected, no one would pay close to that and the price reduced and reduced again, then I contacted him and reduced it more.
Those were worth about $2/chip average to me, not $3 +
