Depends on what advice you are looking for.

For poker chips and casino chips in bulk, this is the place.

For single chip collecting, other casino collectibles (tokens, ashtrays, heck just about anything that is from a casino) and historical info around casinos, card rooms and illegal clubs, then the Chip Board is the place.

For info around the manufacturing of chips, PCF has the edge now. It's strange to see Chip Board posts from a few old time collectors who don't have a clue on the process or the history of a mold, info on manufacture's and/or distributors, the difference between C&J and Paulson, etc. Many of the old time experts that do know are not active on TCB or have passed.

If there is ever an attempt to get new and young people into the hobby, updating that would have to come first. I have never been interested in war games, but the website consimworld might be even more of a dinosaur than thechipboard.
