Just my opinion of course:
1. Cards usually are the cheapest quick improvement. Not a fan of Cartamundi's, but they are better than paper cards. I use Copags and Fourniers -- both excellent.
2. Depends on existing table/chips
I have 3 tables. Primary is the 94"x42" rectangular dining room table. A neoprene pad ($100) covered with a neoprene topper ($40) and it's a pretty nice surface to play on. It's padded but not too soft. It's not perfect -- no rail, and I'm sure other surfaces slide better than neoprene, but neoprene is easily washed. My secondary table is the 84"x42" rectangular kitchen table -- same set up, just a little smaller table. I can fit 10 at each table, though the kitchen table is a little more crowded. Third table is a pressed wood 8' oval on two U-shaped legs. I cover it with a non-slip rug holder and put an uncinched Poker Hoody on top. If I want to add a neoprene topper on it, I can. That's probably the best table top, but a much bigger pain to set up. I have about $140-150 per table in pads/toppers. I have no viable options for upgrading my tables, but I can live with what I've got. For most of my players, my set up is much better than other places they play, unless they go to a casino.
You can do a lot with a neoprene topper! It can make many surfaces pretty workable, so it's not that much to upgrade the table in most cases.
Chairs -- Dining and kitchen chairs -- very comfortable. I some some padded church-type chairs (800 lb limit) that are very comfortable. I have 8 folding chairs when I have more than 22 players (limited to total of 30 players). I've played in unpadded folding chairs -- not much fun for long! I'd upgrade that if my options weren't comfortable.
Chips -- I have China Clays and ceramics. I've kept buying a little higher quality sets. When I've sold them, it's at a huge loss, but I always felt the upgrade in chips was worth it.
I could easily have spent 2-3x as much and I'd have better everything. I could get my wife to go for a nice convertible table (high quality poker table with a dining top), but that would be a huge expense with marginal benefit. My wife likes her tables right now.
I currently have CPS chips, ceramic chips, and will soon have some custom-labeled Majestics too. I could have gotten (or could still get) custom CPC chips, or stock Paulson's. They would be much nicer. Practically speaking, I host 13 times a year. I play in another game 12 times a year. I'd love to find a third monthly game. But if I did, and we always used my chips, my chips would average being used once a month.
Is it really worth the extra to go much nicer? There is no right or wrong answer, just a preferred answer for you.
