These are
Nevada chips. Which means they are typically under state regulation to be destroyed when decommissioned. This is one of the main reasons why there are so very few chips like this, particularly high denoms, in quantity from a Nevada casino.
I was told these were stored for decades inside a vault and found right before I purchased them years ago which is how they survived. Quite different than just a riverboat shutting down for business and selling their hoard to the highest bidder.
