"If you'll fold, I'm taking a smoke break."

Am I now obligated to smoke if the other player folds?
eat 4: "If you raise, so help me, I'm going to push my stacks. I'm going way over the top."
Seat 3: "Raise."

How much is Seat 4 now obligated to raise because of their "conditional action?"
I totally agree with JSD - should not be binding (in either case), and should incur a warning/penalty at TD discretion. That clears up the rule enough for me, without being overly explicit,
 
There are only three operative words regarding a bet in poker. Check, call, raise, fold.
If your statement does not include one of those words, its meaningless as far as a bet.
If your statement overtly implies one of those actions (without saying it specifically), the floor needs to be making the call

So, in a casino cash game, when a floor manager makes a ruling that a player's banter was a bet, (or even an all-in) and the player disagrees, and refuses to put the money in the pot...what would be done?

Yeah that's what I meant, 3 no 4 or 5....
 
I have seen this type of conditional statement ruled as binding in a casino cash game, much to my surprise. I would tend to rule it binding in a tournament and not it a cash game, but the main point is to try to discourage this and similar statements. This sh!t just causes trouble. A simple "Be careful" gets the point across and causes less trouble. Given the ambiguity of written rules, I think there are more than one reasonable interpretation with integrity of the game being the guiding principle.
