I would say the way the layout of the blurred inlay it is a spotted tropicana. It would have to be either a prototype or a souvenir chip since we all know those spots were never in play!

The only 312 THC I could find with black/green was the Sahara, but it doesn't have a shaped inlay...

I will have to say it is a promotional chip some kind. I did a full search and there are only a couple of examples of a chip with 312 green spots on a black chip. and neither of those had a scalloped inlay
