Looks like they are a promtional-style chip for casinos belonging to the California Card Club Association. Some cruise ship lines do something similar - they have the same colors and spot patterns used across many cruise ships, but each chip will have the name of their specific float on at least one side of the chip.
Also, go back about 20 years ago and you'll see that both MGM Grand and Mirage shared the same color & spot patterns.
