Found him in a very weird “casino” in London. Almost feels like a sticker inlay. Will say this though...chips were CLEAN for a casino.

My amateur eyes think this looks like a bud jones-type. But I don't think that would have a sticker inlay. Sure others here will correct me/offer more.
