I have som CPC SCROWNS that were used for hotstamps. The stamping process appears to have made the chips "wider" around
the edges to the point that they don't fit in the normally sized racks. I can force them to fit in Matsui racks (which I really don't want to do),
but even then the top of the Matsui racks won't fit over the chips.

Using a caliper, the width of a barrel measures just over 72mm.

Does anyone know of racks that are this wide?

Matsui racks are usually the best I have found for CPCs but they don't work for all barrels. There are weird racks out there that fit these types of chips better but nont common ones I have found, all the regular rack producers don't seem able to produce a rack literally 2mm wider.....
 
SCrowns are concave, so I don't think the foil is the issue
It's flashing due to needing to push in deeper because SCrowns are concave. It can be scraped, or some heavy play or shuffling will wear those edges down. In my hot stamp FAQ has a section on it.
