The label must be that size. There's a recess in the web mold blanks that is 24mm, so the label must be small enough to fit in that.I'm planning to go with @Colquhoun 's design for the Mirage chips – it's great. But the original 1996 issue has a larger inlay that I think looks better than the Tina samples. Can the Tina chips also be made with a larger inlay or is this standardized?

The no-molds are completely flat chips, with no mold and no recess for a label. With that, you can print anything you like on the face. My original Mirage chips used a "faux mold" which looks like a mold but is actually just printed to look that way. Okay understood, that would be an option. However I think I prefer the hybrids.Normal ceramic chip, without recess for the label. Just with or without mold/texture.
