Yes, a hot dog falls into the sandwich category.
What you call it has nothing to do with it. Nobody would ever look at a square and call it a rectangle, but of course it technically is.

If I eat a hot dog on a hot dog bun, it is not a sandwich. This is clear to any right-thinking individual.

But if I slice up a hot dog and put it on a hamburger bun (because we ran out of hot dog buns (again) and we always somehow have 9472 hamburger buns in the house, with no hamburgers) then it IS a sandwich.

So what the hell is it when the bottom joint of my hot dog bun loses its structural integrity and I have to eat it sideways (which happens, like, 22% of the time?)

What about a Five Guys hot dog? They split them and served them such that it's much more like a sandwich to begin with. I could almost get on board with calling one of those a hot dog sandwich.

I voted no. If you can tag on the word "sandwich" to a food item's name without it sounding ridiculous, it's a sandwich. If not, it's not.

Similarly if you can tag on the word "sandwich" and it doesn't change your mental picture of the food item, it's a sandwich.

hoagie = hoagie sandwich ... a little awkward perhaps, but not ridiculous, therefore: YES
Reuben = Reuben sandwich: YES

hamburger ... hamburger sandwich: NO. A hamburger sandwich is a patty between two slices of actual bread. If it's on a bun, it's just a hamburger.
hot dog ... hot dog sandwich: NO. A hot dog sandwich is a wiener/frankfurter/sausage/hot dog SLICED IN HALF LENGTHWISE and arranged on a slice of real bread.
