It's based on the weight, i.e. number of chips. I don't recall what the tiers are, unfortunately.

They are a dark blue (probably Navy as you've suggested) but definitely not Black.

They look like they have a larger inlay (but I can't tell for sure), which probably changes the feel and sound.

I have the cash and tourney chips for the Trop Evansville. My newbie, inexperienced guess is that the tournament chips are ceramic hybrid. They are definitely a harder material than the cash chips.
