No, just the photos from the classified sale. Privately, I asked what he meant by "brand new," just for clarification. He said they had not been played with before.

Sounds like this could have been one of those batches. At least I found out during shipment rather than in the middle of a game!
All the above suggestions, plus, ask how they plan to ship. Are they in racks, boxes, etc. I've started writing that they'll be shipped in racks or boxes. I don't tape the boxes any longer because I hate the way the tape destroys the boxes. Beautiful gold Paulson boxes torn all to hell because they were wrapped in excessive amounts of packaging tape was kind of sad. Wrap in plastic cling wrap. A few good questions during your transaction can hopefully prevent these sort of things.
To send chips in a big bag is just unacceptable. That's asking for trouble. If this is truly what happened then @Big_Dog_FL should step up and do the right thing. Would like to hear his version of events.

It reminded me of how I received my rack of starburst from eBay. The BS seller also packed them carelessly in a ziplock bag as well

FYI - The Chiproom used to ship loose chips in USPS bags in a box. No extra material, nothing.

I pack in chip boxes taped shut and fill with newspaper and I have shipped god knows how many chips without issue.

There are definitely scuffs on the stickers, and what's up with this chip? It's like it saw a ghost.Even without the massive damage, I don't think those chips look like the same chips that are in @Big_Dog_FL 's classified ad. Even the stickers on some of the chips look worn. And like someone else mentioned, the ad was for 500 $1s, but the pictures show a set with 400 $1s. Seems like he was selling used chips, claiming they were new, and didn't want to post a picture of them. Did he send you any additional pictures prior to the embarassing Hefty bag shipment?
I don't ship expensive chips (because I don't buy them), but when I do ship any kind of chips, I put as much padding and bubble wrap as possible on the outside edges of the box. I've seen how carriers handle boxes. It ain't pretty.

I guess I got lucky none were damaged.

This is good advice. Will do from now on.Rules of buying chips
- Ask for a custom photo. Ask for the chips to be arranged in a particular way. This helps to both prove that the chips exist in the seller's possession, and that the photo isn't 10 years old. A note is insufficient, as even basic photoshop skills can add a new note to an old photograph.
- PayPal Friends and Family should only be used for FRIENDS AND FAMILY. If the seller does not fit into one of those two particular categories, offer to pay $6 over the $180 to cover their fees. If they refuse, they are probably trying to scam you.

Boy, dat is one shit deal.I have answers to questions that were previously asked (with pictures).
There are indeed 500 chips. 171 passed (left stack), 329 failed (right stack). I was generous with the "pass" category since the chips are supposed to be "brand new." Only about 15-20 would I consider "brand new." I would gladly pay full price for new chips from Apache than keep the 171 at the ~30% discount I received from this sale. Perhaps the category should be called "good enough compared to the failed stack."
Anyway, almost every chip has something wrong with it--either clay damage, discoloration (red marks all over the white clay and/or sticker), and/or scuffs on the sticker. The scuffs are noticeable because the sticker has a metallic sheen to it.
I've also attached a couple of pictures of the bag after emptying it. Not sure those are fragments--more like dust/small particles. As someone mentioned earlier, now I'm not so sure the 400 in the original sale picture weren't a different set altogether.
