I see a very few sets of vintage Vegas chips floating around (and finally have one myself), but I do not understand how they avoided destruction as required by Nevada law.

How did these few sets survive while essentially every other cancelled chip was drilled / burned / buried in cement / etc. ?

I think Mikko has a gaming license, is one way. Not sure about each and every set, but Spinetti's is able to save a few in that way.
 
I'm not an expert but I always had read that prior to 1970's-1980's the NGC didn't really force casino's to destroy/dispose of chips in any particular way. They were drilled, buried, dumped in landfills, lakes, assorted other out of the way places just to be rid of them since they held no value except to collectors who there probably wern't a lot of back in the day. The law changed sometime in the 80's that changed the way chip had to be disposed of.

The story of how many Dunes chips were found after the implosion always fascinated me.
 
I also think that there is a difference between chips with a denomination and roulette chips. Have in the past year or two picked up a rack of old vegas Imperial Place and Riviera roulettes all from eBay, yet have not seen any actual denominated chips, in rack quantities from either of these places.
 
I remember hearing that the Tropicana chips here heisted by an employee before destruction. Not sure if there is any truth to that.
 
OH! That would be such a great story. Brave Hero risks death to save the poor oppressed chips imprisoned for 40 years in the Tropicana gulag soon to be slated to be buried alive for all of eternity. And now they are in my poker lounge, a sanctuary for orphan chips.
