If I remember correctly, in Louisiana primaries can’t be sold. Only secondaries. Which is why the Diamond Jacks only had mint secondaries in the sale. I’ve been wrong twice before though.

They can, depends on a lot of factors. Rule of thumb is that any chip you are really interested in and want to buy, everyone else does too and will sell out very fast.
