I am about the most casual soccer/football fan you're ever gonna find. Can someone tell me if Neymar is a world class PK guy? Because if he is, I can't fathom leaving him til #5. I am having a huge argument with my best friend about it over text right now, who is a much more educated soccer guy, who claims he doesn't have an issue with it.

If he isn't head and shoulders above the rest of the Brazil team, then fine. But if he is your clearly best option, he absolutely must be guaranteed a chance to shoot. Must.

Like I said, though, I don't know enough to know if he's all that great from the spot. If he's not, it's a moot discussion.

Lifetime soccer player here, I agree with you. You put your best two PK takers first and third with your next best three at 2, 4, and 5 in no particular order. Saving your best for #5 is foolish, because as you can see, they may not even get to take it.

Ref is great. Say something from bench or on field - yellow. Another sequence - bad tackle, followed by blasting ball into opp team bench, VD charges guy, benches clear - one yellow.

I thought CRO/BRA was one of the best games I've ever seen... for about 2 hours and then NED woke up... and then ARG decided they really didn't want to go to PKs. The end of ET makes me think if ARG gets through this they have not yet shown what they can do.
 
Who didnt get a yellow card in this game? Lol, very surprised noone ended up with a red card. Lets see how the penalties will go!
