If we say each chip ways around 9.5 grams, that's 47.8 chips per pound. Multiplied by 4000lbs that's 191,157.89 chips. Let's give it a 10% margin of error for packing materials and we're still looking at 172,042 chips. If the chips are blanks without inlays for the sake of stamping that should add more weight so let's say 150k new chips for custom stamping purposes.

What's in those boxes? Not chips. Those boxes are too big to be full of chips, and they'd be way too heavy. You'd never stack those two-high if they were full of chips.
