To answer your initial question, sample sets are usually nothing more than one chip of each denomination within a set, typically at cost (or slightly above to cover shipping materials). Many people collect sample sets for looks, for collectability, or to obtain more meaningful spot/color/mold samples to help them inform their own custom sets.
